The system includes an interface enabling a user to obtain electrical power, an authentication apparatus (card, token, key, fingerprint or other appropriate form of ID), and a power control unit operative to deliver power to the interface after the user has been authenticated. Power consumption circuitry determines how much electrical power has been provided through the interface, and a data repository is used for storing the amount of power consumed on a per-user basis, and for billing each user for that amount.
